the Rome office of the European Council on Foreign Relations (ECFR) is delighted to invite you to the closed door Virtual Convening “Libya six month after Berlin Conference”, organized with the support of the Embassy of the Kingdom of the Netherlands in Italy, which will take place on July 21 from 14.00 to 16:00 pm (dial-in details will be sent upon confirmation)
The war in Libya has entered a new phase, now appearing unprecedentedly close to the brink of collapse. The Tripoli National Settlement Government managed to break a 14 months-long siege carried out by the Libyan national army and to subvert the balance of the conflict through a Turkey-backed counter-offensive. This is how things look six months after the Berlin Conference and, in this context, international diplomacy seems to be at a standstill. The presence of external actors on the ground (pro-Turkish militias as well as Russian mercenaries) makes political action by Europe very problematic. The international supporters of Haftar do not seem willing to renounce to the General's support, while the United States are increasingly expressing concern about Russian presence on the ground. In such circumstances, a solution to the conflict - or at least a ceasefire with renewed negotiations - still seems a long way off.
We will address these issues during a Virtual Convening, with introductory remarks by Dewi van de Weerd, Deputy Ambassador of the Kingdom of the Netherlands to Italy and the contribution of a distinguished panel of speakers composed by Emmanuel Dupuy, President, Institute for European Social Protection (IPSE); Tarek Megerisi, Policy Fellow, ECFR MENA program; Karim Mezran, director of the North Africa Initiative and resident senior fellow with the Rafik Hariri Center and Middle East programs, Atlantic Council; Nancy Porsia, freelance journalist and researcher; Federica Saini Fasanotti, Senior Associate Researcher, Brookings; Maxim Suchkov, Senior Fellow and Associate Professor at the Moscow State Institute of International Relations (MGIMO-University).
The discussion, moderated by Dr. Arturo Varvelli, Head of ECFR Rome and Senior Policy Fellow, will be held in English and under Chatham House rules.
