Disappointment with EU institutions came out of the periphery and went mainstream during the COVID-19 pandemic. Public instincts on Western alliances are also shifting – even with Biden’s America. That is the main finding of ECFR’s new public opinion polling of 17,000 citizens across 12 EU countries.
